This is clear from what has been discovered on the Apple website dedicated to iOS 15. In it you can read a text that indicates, roughly, that iOS will now offer two options for operating system updates in Settings.

Resetting Settings

The first one is to update the entire system, security updates included. And, the second, will be the option that allows us to install only the latest security updates available for our devices.

They also indicate that we can update to iOS 15 as soon as it's available, but that we can stick to iOS 14 and install only the security updates and fully upgrade to iOS 15 when we're ready.
