Anonim

It is a tool that is used to guarantee the organization of a geographic space for development purposes, the origins of the first rustic cadastres known as inventories of property and real estate, is confused with the first topographic instruments of which there was little description in some cases. The calf book of the behetrías de Castilla is the oldest and most well-known cadastre, a faithful reflection of the Castilian territorial organization and that should serve and be used as a basis for a future reform.

The current concept of cadastre supports and is based on three purposes, which are:

  1. Provide a basis for the urban and rural approach.
  2. Budget the amount of contributions such as property tax.
  3. Through the approval and filing of the measurements, keep the legal security of the property rights, which are the main bases of the deeds of transfer and ownership.

In order for some of the three functions mentioned above to be fulfilled, the cadastre is divided into three sections:

  1. Tax cadastre: Through the tax appraisal, the value of goods is fixed in order to impose a proportional contribution.
  2. Legal cadastre: It is the one that contemplates the relationship between the owner or active subject and the property or object and the community or taxable person.
  3. Geometric Cadastre: This is in charge of the division, subdivision, representation or location of the property.

A single concept of cadastre is not defined, one of the closest definitions is: “This is based on totalizing the inventory of property in a country or region of the latter, permanently and methodically updated by mapping of the limits of the land and the data associated with it in all its areas ”.

Maintaining the cadastre and training, as well as the dissemination of cadastral information, is the exclusive competence of the state. Some of the functions that it comprises is the assessment, inspection and preparation and management of cadastral cartography, which will be exercised by the general direction of the cadastre, directly or through the different collaboration formulas established with the different administrations., entities and public corporations.
