An Amendment is a correction that is made to something, this something must by definition fulfill a task, however if this function for which it was designed is not executed in a favorable way, it must be subjected to a reform of its components to to be able to fulfill it fully. An amendment is a generic term, adapted to everything that is wrong and needs to be done well or to everything that needs to fulfill an extra or different function. The term is used in scientific, administrative and legal fields, the latter being the area of use most touched in recent years.
The amendments of laws or constitutional amendments are useful mechanisms to alter the functions and repercussions that the articles of a law have in the order imposed by the legislation. The amendments represent a reform of the objectives of these tools, in order to favor the application of these methods to a sector that is directly related. Constitutional or legal amendments are made with a purpose greater than that which is anticipated at first glance. When a law does not favor the free development of people's nature, it must have an amendment that allows the correct execution of the norms provided. When a constitutional amendment is proposed, a long process begins which includes the formalization of:
- Provision of initiative by the congress or assembly to debate the amendment, including that of the president of the assembly or congress.
- The Electoral Power will submit the amendments to a referendum within thirty days of their receipt.
The amendments will be considered approved in accordance with the provisions of the Constitution and the Law on the Approval Referendum.
- The amendments will be numbered consecutively and will then be published in the Constitution without altering its text, but noting at the bottom of the amended article or articles the reference number and date of the amendment that modified it.
