The word Chief comes from the Latin Caput which means head, it refers to something superior or head of something, body or office, in turn the word state in Latin is Status, which in its Italian derivation of its legal language is status leading us to a reference to a state of coexistence, that is to say that its essence is to be an organism that regulates the coexistence of a people.
It is the representative and responsible for a country, its functions vary with each political system of this, for example monarchies such as Great Britain or Spain, the Heads of State are the King and the Queen. In other systems such as the democratic one, the President of the Republic is, as in Venezuela, in the United States both the position of Head of State and Head of Government is exercised by the elected President of the Republic, having the highest authority and as leader represents to his nation, nationally and internationally, each Head of State has specific functions, this will depend on the political system that governs it.
Its functions vary depending on the government that establishes the constitution of a country, its tasks and competences differ from the ordinances of the mandate, if it is elective its legitimacy cannot be violated and it will have certain powers and attributions, for example as in Vatican City where His holiness, the Pope, has elective powers thanks to his condition as a representative of the church worldwide, being non-elective, his tasks are merely symbolic representations in the country as in the cases of the monarchy.
The Head of State has a variety of ministers who have their own responsibilities, focused on a variety of fields that the Executive handles separately and together such as health, unemployment, education, sports, crime among others, together to the external assistants plus the large number of people employed in the government and in the different departments of public employees, these have specific functions to maintain and enforce the laws and ordinances of the Head of State with his cabinet of government.
