Therefore, the plebiscite is a democratic proposal, currently it is usually used to complement the system of representative democracy. The difference between the plebiscite and the referendum is that in the first case, the ruler submits to consideration the will of the people regarding actions or decisions that they wish to implement in the future in said region; and the referendum allows the people to cast their vote to reject the modification or conception of a law.
