The rescue of these characteristics requires in many cases special elements such as: ropes, mats, ladders, boats, stretchers, hoses, in addition to the value of their protagonists.
It is vital to emphasize that relief and rescue represent two distinct phases of an emergency situation, both from the point of view of those in need of help and of the facilitators of this help.
El Socorro is the relief action. It is determined by the request of someone in demand for help and, by the consequent surrender of it in the place where the misfortune occurred. The help is intended to guarantee conditions that guarantee the survival of the rescued person. The rescue is the organizational and operational procedure provided by the civil protection services, to eliminate the person or group affected from the scene of the disaster, accident or loss. Rescue begins with the evacuation or transfer of the affected person or group of affected people. It begins in the place where they have been taken after being rescued and ends with the transfer to a specialized Health Center, where everything will be done to restore their previous powers.
