Which was a hassle, too many steps for such a simple operation.
But since the last update, a new feature has been enabled in the group info that will allow an admin to demote another without removing them from the group.
This new feature is available in both the app and the desktop version.
Now all group admins can dismiss another admin.
To access it, you just have to go to the group information. That is, you enter the chat and click where it says the name of the group.
Once inside, click on the name of the administrator you want to stop being an administrator. A series of options will open and you must click on "discard as administrator".
