Before starting to develop a project, the researcher needs to outline all the points he wants to look for, in order to be able to structure the work in a coordinated way, it is there that the preliminary project appears. A preliminary project is a kind of draft that allows the researcher to be able to propose all the ideas that he wishes to express within the project, define the goals and set a work program. Its writing should not be so long, since its only function is to anticipate some of the points that will be included in the final project.
The preliminary draft has certain characteristics, some of them are: that its structure can be divided into sections, with a sequence that can be modified according to the author's need. Their duty is to advance the most characteristic features that will be present in the investigation (the problem, the objectives, the theoretical bases, the hypotheses, the methodology, the antecedents and the bibliography). It is ductile in nature, since it allows the inclusion of elements that may have been forgotten. It is a short writing. It allows the researcher to specify his ideas and discuss them with experts.
On the other hand, in the legislative context, a draft is defined as the first interpretation that is developed of a regulation, that is, it is a document that anticipates the bill, in a nation laws are generally prepared and approved in parliament. The legislative branch is the entity with the authority to carry out said action.
The creation of a draft law is intended to begin a series of dialogues that allow the analysis of a proposal. It usually has a title, where the approach, the existing background on the subject and the objectives that are sought are defined, in addition to mentioning the proposed method to carry it out. In these cases, the executive body sends the preliminary draft of a technical commission (chosen by it) to the legislative body that uses said document to draft the final draft, which is subsequently submitted for discussion and voting by the deputies that make up the parliament. Finally the project can be approved and fulfilled, making the proposal come true.
