The philosophy of this plan is to defeat an internal enemy with the logic of war, using not only the traditional armed force to confront that enemy, but also the new component that are the militias and the “organizations of People's Power ” which means, use sectors of the population to do so in various ways, be it intelligence work, direct confrontation without weapons and confrontation with weapons, the latter through paramilitary groups.
The Zamora Plan is an extension of the extra-constitutional powers present in the so-called “State Decree on Exceptions and Economic Emergencies” that institutionalizes the discourse of war to combat the so-called “economic war” - and provides citizen security functions to civilians. It is a plan that poses a greater risk to the human rights situation in the country and can escalate the conflict to considerable levels. Everything seems to indicate that in the face of social and political demands, the government of Nicolás Maduro has chosen to repress more and more, with little concern to the government about the number of victims left by this repressive policy.
